The National Youth Strategy Project
Scope of the projects:
The Ministry of Economy and Planning and the UNDP office in KSA signed a project agreement “Developing a National Youth Strategy ”
GOAL of the NYS project:
The project aims at producing a National Youth Strategy Document, the document will answer five questions related to youth in KSA; what is there current status, where the country and them want to head in the future, how to reach there, and how to measure that we achieved that
What we mean by National Youth Strategy:
A National Youth Strategy represents a declaration and commitment of the priorities, directions and practical support that a country intends to give to the development of its young men and women. As a statement, it raises the profile and understanding of young people and acts as a national vision, framework, and consensus regarding their involvement in community and national life.
Methodology:
Reaching the goal of developing a national youth strategy document which is comprehensive and take into consideration the needs as well as aspirations of young Saudi between the age of 15 – 24,
the strategy will be based on:
Involving all stakeholders and institutions working with and/or for youth in the country (GOs, NGOs, International organizations)
Involving the above mentioned organizations in all stages of the process( planning, decision making as well as implementing and evaluating).
As well as involving young people themselves in all stages of the process.
In short we can say that our methodology will be based on an interactive, participatory approach.
Principles of the project:
1. The ownership of the project by society and most importantly the youth.
2. Focus on both needs and potentials of young women and men of the country
3. Respect the diversity of interests and opinions of all stakeholders involved in the process.
4. Implement wide range of participatory methodologies within the process to insure youth and stakeholders real participation.
5. Flexibility in the whole process as long as it does not negatively affect the principles
6. Enhancing the national commitment to the strategy throughout the process.
7. Integral process that take into consideration all different types of diversity within the youth groups in the country as well as stakeholders and different community organizations.
NYS project Process:
The NYS project consists of five main phases:
Phase one:
Planning and preparation
- Gathering all data, resources and research material regarding youth in KSA
- Design the action plan of the project
- Formation of different committees
- Identifying roles and responsibilities for each individual in the projects’ (TORs)
- Starting media campaign for developing the strategy
NYS project Process:
- Analyzing the data and resources collected
- Conducting a comprehensive background study regarding youth in the Kingdom
- Conducting a series of workshops all over the Kingdom to find out youth opinions and aspirations from the strategy
- Collecting examples of NYS all over the world
- Design the structure and outline of the strategy document
Phase three:
Organization of data collected and Developing the first draft of the NYS
- Submit the reports of the study
- Gathering and analyzing best practices in developing Youth Strategy themes.
- Conducting focus groups discussions
- Submit the reports of the themes
- Consolidate the different components of the strategy (identifying gaps and repetition) in a comprehensive document
Phase four :
Finalization of the NYS document
- Review the strategy document and get feedback from stakeholders in a National Hearing gathering
- Modify the strategy draft according to feedback
- Finalize and shape up the final document
Phase five :
Approval of the NYS document
- Government approval
- Designing a promotional and organizational commitment plan
- Official launch of the Strategy document (National gathering)
Strategy themes
The strategy will focus on few areas of concern for youth(chapters), each chapter will review youth status, the importance for youth, main challenges facing youth in that area, and the strategic and operational objectives.
